Federal Systems Builder

HRIS & Information Systems

In my federal career, I specialized in Human Resources Information Systems (HRIS) and related platforms that connect people, data, and policy. This work involved building, maintaining, and improving the systems that agencies rely on to manage staff, track performance, and meet compliance requirements.

  • Databases & Dashboards
I designed and maintained databases to support HR transactions, reporting, and audits. Using Excel, Microsoft Access, PowerBI, and Tableau, I built dashboards that transformed raw data into actionable insights—tracking metrics such as caseloads, time-to-completion, training compliance, and workforce planning.
  • Talent & Training Systems (TMS)
I served as an administrator for the VA’s Talent Management System, troubleshooting thousands of technical issues, auditing training data for accuracy, and producing compliance reports for leadership. I also developed SOPs and manuals to ensure consistent use of the system across multiple facilities.
  • LEAF Workflow Management
I implemented and supported the LEAF tracking system, creating workflows to manage casework in areas like labor relations, recruiting, and workforce planning. This allowed managers to move from spreadsheets and paper trails to secure, centralized dashboards that improved transparency and efficiency.
  • SharePoint Integration
I customized SharePoint as a secure data collection and collaboration platform, building internal sites for training, policy, and workforce data. SharePoint became a backbone for moving away from manual processes and toward electronic recordkeeping. I also happen to understand HTML which I used components to create this website.
  • Visualization & Reporting
By combining Tableau, SharePoint, and HRIS data, I gave executives quick visibility into service-level performance and bottlenecks. These dashboards replaced static reports with real-time, drill-down insights that supported better decision-making and audit readiness.

Process Improvement & Policy

I bring a structured approach to improving efficiency, reducing waste, and preparing organizations for inspections and audits. My foundation in Lean Six Sigma (Green Belt and Black Belt, Villanova University) and the Plan–Do–Study–Act (PDSA) cycle has allowed me to translate complex problems into measurable solutions.

  • Lean Six Sigma & PDSA
Applied Lean Six Sigma methods in healthcare, HRIS, and logistics to streamline processes and cut labor waste. At VA North Texas, I ran a PDSA project that redesigned Basic Life Support training compliance, producing data-driven audits and presentations for leadership.
  • Inspection Readiness
Led teams in meeting accreditation and inspection standards, including Joint Commission, Hazard Analysis and Critical Control Point (HACCP), and internal/external federal inspections. Developed policies and systems that not only passed audits but also improved day-to-day operations.
  • Standard Operating Procedures (SOPs)
Authored and revised SOPs across multiple organizations—from warehouse operations to healthcare administration and HR systems. These SOPs ensured consistency, compliance, and accountability, and helped staff align with evolving regulations.
  • Policy Development & Interpretation
Reviewed and interpreted administrative directives and healthcare law (HIPAA, FOIA, Privacy Act) to advise managers, train staff, and guide process redesigns. I routinely translated regulatory requirements into clear workflows, making compliance both practical and sustainable.

Training & Workforce Development

I have designed and delivered training systems that build workforce readiness, ensure compliance, and improve performance across healthcare, HR, and federal environments. My approach combines technical expertise with hands-on mentoring, making complex requirements clear and actionable for staff at every level.

  • Education Technician (VA North Texas)
Supported workforce development across Dallas, Fort Worth, and Bonham by auditing training compliance, redesigning processes, and administering the Talent Management System (TMS). Created and maintained manuals, SOPs, and SharePoint sites to help thousands of employees track and complete required training.
  • Tutoring & Mentorship
Tutored graduate and doctoral students in quantitative analysis, improving academic performance and building statistical confidence. Provided one-on-one coaching in SPSS and data analysis, helping students raise scores and strengthen critical reasoning.
  • Compliance Training
Developed audit systems and reports to ensure readiness for inspections, including Joint Commission and internal/external review bodies. Produced training materials that translated regulatory requirements (HIPAA, FOIA, BLS compliance) into practical workflows.
  • Instructional Design
Designed training programs for onboarding, process improvement, and technical systems. These included new-hire training in warehousing/logistics, medical readiness briefings in the Army, and manuals for federal HRIS platforms.

Public Service & Citizen Support

My federal service has always focused on helping people navigate complex systems—whether directly with citizens at the Social Security Administration or behind the scenes supporting veterans and healthcare providers at the Department of Veterans Affairs.

  • Direct Citizen Support (SSA)
As a Social Security Service Representative, I interviewed beneficiaries and members of the public, explained technical program details, and resolved issues. This role taught me how to translate dense regulations into plain language and deliver timely, accurate support to citizens relying on federal services.
  • Veteran-Focused Outcomes (VA)
At the VA, I contributed to the transition from paper to electronic medical records, supporting care for more than 42,000 beneficiaries. My work ensured proper recordkeeping, HIPAA compliance, and operational readiness for returning active duty, Reserve, and National Guard soldiers.
  • Bridging Policy and People
Whether helping a family understand their Social Security claim or preparing healthcare systems for inspection, I’ve worked at the intersection of policy, technology, and service delivery. My focus has always been on ensuring that federal systems deliver on their promise—meeting compliance standards while serving people with clarity and care.
